BOC Introduces New Feature of Risk Management System

The Bureau of Customs (BOC) through the Risk Management Office (RMO) and the Management Information System and Technology Group (MISTG) introduced new feature of the Universal Risk Management System (URMS).

Under the Bureau’s 2020 10-Point Priority Program, which is the Improvement of Risk Management System, the URMS has been added with a feature called Memory-Based Reasoning (MBR) that enables risk and compliance prediction as an Artificial Intelligence Tool promoting automation and lesser human intervention.

RMO has been working to increase the pipeline of information and feedback mechanism thru maximization of its data sources using modernized systems and upholding a viable structure of setting and updating Selectivity Screens in the thrust to improve efficiency and integrity.

The modernized system is also aimed to enhance the risk management capabilities of the Bureau with the migration of information to a more user-friendly interface that allows for the storage of larger amount of information and the promotion of a paperless system.

To support the complete delivery of the URMS, which shall include all its features by September 2020, the Customs Risk Management Steering Committee (CRMSC) also developed action plans encompassing all the areas to resolve the gaps in the delivery of an Enhanced Risk Management System of the Bureau with a current completion rate of 84%.

The Bureau of Customs ensures the public that it will continue to adopt measures necessary to modernize BOC systems and improve border security and revenue collection.
